Offshore wind, deep water & the 300 m line

Every hazard on the spot page, repeated here in full. Read this before you get wet.

Conditions change. Check local rules and conditions before you ride.

Personal craft rulesWindsurf and kitesurf boards are personal craft under Croatia’s maritime navigation safety ordinance. Personal craft may sail freely from sunrise to sunset within 300 metres of the shore, except in an organised bathing area. They may go further than 300 metres out only when the organiser, renter or holder of the activity provides an escort by a suitable motor vessel. They must always be sailed so as not to endanger lives, property, the shore, the marine environment or other craft.
EmergenciesFor an emergency at sea call 195, the national maritime rescue coordination centre (MRCC Rijeka), free of charge. The general emergency number is 112.
Offshore windThe tramontana blows off the land. From Volosko harbour the wind is weak for the first few hundred metres and comes in gusts from the left; from the old camp riders head about 100 metres downwind to reach it. A reasonably safe upwind run is a prerequisite. With a light north-easterly the bay is often full of gusts, and with a strong bora along the whole coast there is nothing to ride at the spot.
The wind stops earlyThe wind drops off one to two hours after sunrise, and in summer it is over by 10am at the latest. A rider still out may have to swim back in. Head in before it goes.
Deep water and a rocky shoreThe water gets deep quickly and there is no standing area to speak of. The shore is rocky: wear shoes.
A rocky shore and deep water

The shore is rocky and the entry at the old camp is a small pebble beach: wear shoes. The water gets deep quickly and there is no standing area to speak of, so a rider who cannot get back upwind cannot walk back either.

The offshore wind and the 300 metre line

The tramontana blows off the land. From Volosko harbour it is weak and comes in gusts from the left for the first few hundred metres; from the old camp riders head about 100 metres downwind to reach it. It drops off one to two hours after sunrise. Personal craft, windsurf and kitesurf boards among them, may sail freely from sunrise to sunset within 300 metres of the shore, except in an organised bathing area; further out only with an escort by a suitable motor vessel provided by the organiser, renter or holder of the activity.

Sources, and their limits

Where each section of this report comes from. Record is measured. Modelled is computed by a formula because no measurement exists yet; it looks like data and is not. Written is WindChaser's editorial copy, compiled from the sources below.

§WhatSourceLimit
01Kite month sharesRecordCounted at 12 kt for three hours between 6am and 7pm from DWD ICON-D2 at 2 km, cell 0.98 km from the spot, December 2022 to September 2026, 3 to 4 years a month (December 2023 dropped), no station correction. The short summer tramontana does not meet the rule, so the shares miss most of it.
01Windsurf and Wing month sharesRecordCounted at 13 kt (Windsurf) and 12 kt (Wing) from the same series, by the same rule as the Kite share.
01Direction, strength, when it blowsWrittenDirection and the summer strength from SURF magazine and Marotti. The season’s strength and time of day read from the record.
02The month’s recordsRecordThree to four years a month. ERA5 over the same window reads within about 5 points a month on average; both are coarse for a morning land breeze. No station check.
03Stays, schools and kitWrittenConfirmed on each business’s own website; Marotti’s storage and rental from SURF magazine. Google showed Marotti closed temporarily on 27 Sep 2026. One price band, from Preelook’s published prices.
04Tide windowsMissingNo tide source in the pipeline.
05Personal craft rules, emergency numbers, offshore windWrittenCroatia’s maritime navigation safety ordinance, read first hand; 195 from gov.hr. No local order for Preluk found. Wind and shore hazards from SURF magazine and a spot guide, not surveyed.
06Airports, access, packingWrittenAirport distances by OSRM routing. Water temperature from SURF magazine, June to September only, not measured. No kite sizes derived.
MapsMissingNo drawn maps for this spot. No surveyed coordinates for the entries.

The record

Hourly wind, 2022 to 2026, from DWD ICON-D2 via Open-Meteo: a 2 km grid, read at the cell 1.0 km from the spot. It knows the wind over the cell, not the gust on the sand in front of you, and it knows the bearing, not the coastline: "side-onshore" is a rider's reading of the bearing. Each month is counted over three to four years.

What we could not source for Preluk

Crowds by month: no count exists for Preluk yet. A local order on riding in Preluk bay from the Rijeka harbour master or the City of Opatija. Whether the Marotti centre is open now (its own news page opened the 2025 season on 1 May and shows nothing for 2026; Google showed it closed temporarily on 27 Sep 2026). An off-season water temperature. A water quality classification, and a first-hand reading of the local vibe. Tide tables. A wind record that resolves the short morning tramontana, and a station check. Surveyed coordinates for the entries. A measured water temperature. A licensed photograph on disk. A webcam.

Conditions change. Check local rules and conditions before you ride.
